I would like to thank: Kevin Dean & his wife for coming all the way from South Carolina to provide excellent insight on kingfishing & chumming in general.
The Fall MSSA Tournament will be held Oct 23 & is a one-day event. This is after our kingfish trip so we will be able to fish it this year. See the tournament brochure for details.
Elections:
Chapter elections will be held in November so if you are interested in a position see Dave Griffin or call him at 304-676-3256.
Meeting Date for October has been changed to the 3rd Wednesday. It will be Oct 20th due to our NC trip.
By Laws:
The Board of Directors approved new By-Laws for the Frederick Chapter. The By-Laws are appended to the website for everyone's review. Under the newly adoped By-Laws, the Frederick Chapter now has five (5) officers: President, Sr. Vice President, Vice President, Treasurer,
and Secretary. The Board of Directors will consist of: Chairman (the immediate past President), all Officers, and nine (9) directors for a total of 15 persons. Everyone is invited to attend Board Meetings, become involved, and to join a committee to continue to help make the Frederick
Chapter the best chapter in the MSSA.
January Dinner Meeting:
The Board of Directors voted to have the January 12, 2004 Dinner Meeting at Martin's behind the Walkersville Fire Department. The banquet hall was recently renovated by Martin's and is said to be spectacular. Cocktails will start at 6:30. Dinner around 7:00 PM. Dinner buffet is
to include: crab soup, roast beef, seafood newburg, vegetable, appetizer, dessert and more. Reservations are a must. Dinner $27.50 per person.
The Scholarship Foundation needs a volunteer so if you are interested call the office for details at 410-255-5535.
MSSA Lifetime Memberships
are available for $500, payable in four installments; and, you will receive an MSSA Captain's jacket, MSSA license plate and a print suitable for framing.

Fishing Report by Charlie Koski
The season is nearing its end here on the Island, for charters anyway. Fishing will still be good until the end of the year. Puppy Drum are showing up in the surf & soon the Stripers will be making there way into the inlets & off
the beach. Of course, there will still be a few Flounder around. Quite a few Flounder have been caught just this past week. Although most are small, under the 17" size limit, we are catching. I talked to a couple of old flounder pounders at Curtis Merritt Harbor the other
day.They reported 72 throwbacks & had 6 nice fish in the box. That was around 1:30 PM on 9/10/04. The only reason they came in was they ran out of bait.
Now is the time for all of us recreational anglers to start writing to the State of VA to let them know your feelings on the flounder situation on the seaside. Although they made a better showing this year than last we still need some reprieve from all the draggers(14) who go out
& catch all the bigger fish before the season comes in. I understand the mesh size on the dragging boats are 14"x14.5." They are aloud to keep fish at 14", 7500 lbs every 10 days. Now how does that size up to us recreational fishermen. Let me see, 14"x14.5"
nets lets all smaller fish out for us to catch & lets the commercial guys keep the big ones. Does this seem fair to all you anglers who come down here and spend a lot of money to catch just a couple of keepers on the weekends? You can send your comments to: Mr. Jack Travelstead,

The split back in the 90's used to be 80% recreational & 20% commercial. Today it is 40% recreational & 60% commercial. The more anglers who write their concerns & send them in the more hope we have to get them to lower the size regulations & get us more fish in
the freezer to eat. JUST DO IT!!!!
The offshore bite will be hot until the end of October, just getting past the inlets) is the trick. The fall season brings a lot of winds but all the offshore boats going out of here have been catching plenty of Tuna. I was in OC the other day. All the boats going out of there
limited out on Bluefin & had plenty of Yellowfin also. So come on down to the Island and get in on the fall bite!!! Tight lines.
